The Deschutes County Board of Commissioners will conduct the hybrid public hearing described below.

Department
PROPOSAL: Text Amendments establishing "clear and objective" housing development standards pursuant to House Bill (HB) 3197 and Oregon Revised Statues (ORS) 197A.400. These
provisions require local
governments to apply only clear and objective standards, criteria, and procedures to applications for housing projects and may not discourage housing through
unreasonable delay. The
proposed text amendment
language is intended to address the concern that use of
discretionary criteria leads to
uncertainty, inconsistent
administration, and delays that do not serve the state goal of
efficiently providing an adequate supply of housing stock.
The proposed amendment
package will cover the following areas of the Deschutes County Code (DCC):
Provisions of Title 17
(Subdivisions) specific to housing and housing
development
Provisions of Title 17 related to certain lot configuration standards
HEARING DATE: Wednesday, May 28, 2025. The meeting
begins at 9:00 am, check the project record for the exact start time closer to the meeting date.

Testimony can be provided as described below.
Members of the public may listen, view, and/or

Members of the public can access the meeting via

Members of the public can provide testimony in person in the Barnes and Sawyer Rooms of the Deschutes Services Center, 1300 NW Wall Street, Bend.
All documents and evidence
submitted by or on behalf of the applicant and applicable criteria are available for inspection at no cost at the Deschutes County Community Development
Department (CDD) at 117 NW Lafayette Avenue. Seven (7) days prior to the public hearing, a copy of the staff report will be available for inspection at no cost at CDD and on the websites listed above. Copies of all documents,
evidence and the staff report can be purchased at CDD for (25) cents a page.
Deschutes County encourages persons with disabilities to
participate in all programs and activities. This event/location is accessible to people with
